West Virginia Hope Scholarship for Tutoring in 2026
The scholarship just went universal. Every WV K–12 student now qualifies — tutoring has no cap, no credential requirement, and no subject restriction.
West Virginia’s Hope Scholarship crossed a line most states haven’t reached: universal eligibility. Every K–12 student who qualifies for public school is now eligible — including students who have never been enrolled, traditional homeschoolers, and private-school students. More than 20,000 applications arrived by mid-April 2026. And the tutoring rules are unusually simple: no credential wall, no subject restriction, no dollar cap on how much of the award you can spend on tutoring.
Section 01What changed for 2026–27
- Previous years required leaving public school first. 2026–27 removed that requirement entirely.
- Homeschoolers, private-school students, and new kindergarteners are all eligible for the first time.
- 20,000+ applications arrived in the first six weeks. Up to 42,000 students expected this fall.
Prior to 2026–27, the Hope Scholarship was available mainly to students who left public school, with specific waiting periods built in. The 2026–27 expansion — enacted under W. Va. Code §18-31 — made it universal: any student eligible to attend WV public school K–12 can now apply, regardless of enrollment history.
That explicitly includes students currently homeschooling under an Individualized Instruction Plan (IIP), students already in private school, and new kindergarteners entering school for the first time. None of those groups could access Hope Scholarship funds in prior years.
The flat award is one of the program’s most family-friendly features: West Virginia does not have a lower tier for homeschoolers. Every eligible student receives the same amount, whatever their prior school type.
Section 02How much and when: the quarterly deposit schedule
- Expected award: ~$5,435.62 (final figure publishes before Aug 15 deposit)
- Four quarterly deposits replace the prior two semi-annual halves
- Applied before June 15? Full funding. Applied after? Prorated.
The 2025–26 award was $5,267.38. For 2026–27, the state expects the award to rise to approximately $5,435.62 — but this is not certified until just before the August 15 deposit. Plan your tutoring budget around the expected number and verify on the official WV Hope FAQ before scheduling the first session.
New for 2026–27: funds land in four quarterly installments rather than two semi-annual halves. This smooths out cash flow for tutoring families.

Prorated tiers after June 15: Families who applied after June 15, 2026 receive a reduced award based on when the application was approved. The last day to apply for 2026–27 is February 28, 2027.
Section 03What tutoring covers: no credential bar, no dollar cap
- “Tutoring services provided by an individual or a tutoring facility” — verbatim qualifying expense
- No teaching license required. No subject restriction. No cap on how much you can spend.
- One rule: the tutor cannot be an immediate family member, and must clear a criminal background check.
The Hope Scholarship’s qualifying expense language for tutoring is notably unrestrictive: “Tutoring services provided by an individual or a tutoring facility.” That sentence carries three significant freedoms.
No subject restriction. French, Spanish, math, science, music — all covered. Foreign-language tutoring also qualifies under a second listed category: programs of study in “reading, language, mathematics” (the word “language” appears verbatim in the statute).
No credential requirement. West Virginia does not require tutors to hold a teaching license, a subject-area degree, or any state certification. Compare this to Arizona, where multi-tutor businesses must file an accreditation attestation form per tutor before any student can use ESA funds. WV has no equivalent requirement.
No dollar cap on tutoring. Unlike states that limit tutoring to 10–25% of the total award, West Virginia has no stated cap. The full award can go toward tutoring if that’s what your student needs.
Section 04How the Theo platform works
WV Hope’s payment platform is managed by Student First Technologies under the product name Theo, which replaced the previous EMA (Step Up’s marketplace) starting May 2024. Theo is a closed-loop spending account — funds stay inside the system and can only go to registered providers.
Two payment routes exist inside Theo:
Marketplace
Browse and pay vendors already listed in the Theo Marketplace. No extra steps — your balance covers the purchase directly, like a prepaid debit card.
TheoPay (registered providers not in Marketplace)
Pay tutors registered with the Hope Scholarship Board but not in the Marketplace. Payment goes via ACH bank transfer directly to the tutor’s bank account.
Two other rules to note: refunds return to the Hope account, not your personal bank. And the Board can decline any purchase it deems “excessive or unreasonable” relative to the service — standard tutoring rates will not trigger this clause.
The 90-day receipt window is a hard deadline: claims submitted more than 90 days after the purchase date are denied with no appeal.
Section 05Registering your tutor on Theo
If your tutor is not already in the Theo Marketplace, the registration process runs through the Hope Scholarship Board.
Your tutor submits the New Provider Request Form
The form is on the official Hope Scholarship website (hopescholarshipwv.gov). It registers the provider with the Board and the WV Treasurer’s Office.
Wait for review
Secondary-source estimates put the review at 4–6 weeks. Confirm the current timeline directly with the Hope Engagement Center (681-999-HOPE) if you’re scheduling sessions around a specific start date.
Pay via TheoPay once approved
Once registered, you can pay from your Theo account by ACH. Schedule sessions, pay after each one, and submit receipts within 90 days of each payment date.
Outschool — a California-based, fully-online learning marketplace — was approved on the WV Hope platform in August 2025, confirming that out-of-state online providers can register and receive payment.

Submit your application
Applications opened March 2, 2026 and close February 28, 2027. Apply at hopescholarshipwv.gov. Applied before June 15? You’re on the full-funding tier.
Watch for your approval notice
Approval notices arrive in your Theo account portal. The Board reviews eligibility based on public-school enrollment eligibility — not prior attendance history.
Register your tutor on Theo
Once approved, log into Theo and submit the New Provider Request Form for your tutor if they’re not already in the Marketplace. Start the registration 6–8 weeks before you want to begin sessions.
Receive the August 15 deposit and start tutoring
The first quarterly deposit of approximately $1,359 arrives August 15, 2026. Pay your tutor and submit receipts within 90 days of each session.
